Gene Civillico, Ph.D.

Dr. Gene Civillico joined ARPA-H in September 2026, bringing experience building high-performing teams in industry, academic, and government research environments. At the U.S Food and Drug Administration’s Center for Devices and Radiological Health, he led the development of neurotechnology regulatory science tools and the review teams for multiple breakthrough neuromodulation devices for psychiatric indications. A neurobiologist by training who has worked at scales from single neurons to human populations and collaborated with multiple Defense Advanced Research Projects Agency programs, Civillico seeks to move emerging science more rapidly into our health product ideation, collaboration, development, evaluation, and delivery ecosystems.  

Civillico earned his Ph.D. in neuroscience at the University of Pennsylvania, contributing to the understanding of sensory perception in neocortex, and trained as a postdoctoral fellow in optical physiology methods at the Princeton Neuroscience Institute.
